Corrupt senior police don't work for lousy paychecks or benefits. Their source of wealth is that fat income from all the graft coming-in from illegal activities in their territory. They sit at the top of the food chain and everybody kicks-up to the police. When transferred to another territory, or into the inactive central office, they lose all of their power and contacts so the flow of money stops. The nonsense of these transfers has to end....all they will do is open gambling dens in other places. Fire them, and cancel their pensions.
