I can understand some are too old to get insurance because insurers won't insure them, or if they do, it's not feasible for them to get insured vs their income stream, pension or other. Obviously they are not being turned away from testing and treatment, but who should foot the bill? We all pay taxes here. Service charges, the Thai version of VAT, car registration, etc. For crying out loud, it's a pandemic. Treat everybody equally. What I would really like to know is when vaccines do become available, why foreigners should pay more. Then don't take it and just accept that there might be consequences. You have to weigh the consequences of maybe not being able to extend your visa or stay in Thailand against your not wanting to take the vaccine. Foreigners that are not working, paying tax, should pay their own bill, of course, unless Thais get free treatment in the foreigner's country, as is the case in Scotland. But then there is section 5 of the constitution which can be interpreted as that the whole constitution only applies to Thai people.
