It will take time for Biden to reverse most of the more restrictive policies due to long bureaucratic processes or legal challenges from states or groups that oppose the policy shifts. Many policies overlap and will take time to peel them back one by one without overwhelming the immigration system. Any more confusion will only encourage more wave of migrants. Common sense actually. Anyone applying to enter the US can be excluded based on existing criminal records and it doesn't take much to get excluded. Anyone who is in the US and is found to have entered and lied about their background can and, most likely will, get deported. You need look no further than Nazi collaborators who have been in the US for 60 or 70 years and have had their citizenship revoked and been deported. You might want to read about some of the Cambodian immigrant/refugees who got involved with gangs and got a quick ticket right back to Cambodia.
