On what do you base that assumption?

 

Can't be the opinion polls. They show that over the last 12 months support for the Tories has been steadily falling whilst support for Labour has been increasing.

 

For example

I'm not a great lover of polls; but they are the best way of gauging public opinion on this short of an actual election itself.
