It is FOUR kilometers from the village of Nong Phai Lom in Surin in the middle of nowhere behind another plot encircled by barbed wire. A track from the main road that is mean to be part of the project doesn't even reach. A sign hails the development as a "Sports Area" for the people built in 2019. Picture: Komchadluek The court is unused with gaping holes in the surface, buffalo and bird pooh everywhere, some old stone tables and a couple of netball posts discarded on the side. There is evidence of subsidence. Reporters from Komchadluek responding to complaints received last week interviewed a local official who had a half smile. He insisted that the project to provide sports facilities for the people was continuing. They had invested 367,000 baht of municipal money so far and they would be spending 400,000 baht on a football pitch when the next budgets were announced. He claimed that the locals were kept fully informed of developments. Won't go into all the details there have been any number of similar projects under the SML (Small Medium Large village size) inititive. Villages are given a govt. grant for infrastructure improvements depending on population. Usually there is a committee of elders who decide how the monies are spent (Not the Puyai Baan). TW has held the ATM card for this grant for the past 12 years (250K Baht x 2 a year). Gets spent on roads, drainage, school, clinic etc. and gets heavily audited = if the funds are not spent productivity will be with held in the next period. People with so called Intelligence, who are in a position to better there Communities.
