Obtaining a study or ed. visa from abroad in order to enter Thailand

If I could get out of Europe right now by plane, arrive on a 60 or 90-day tourist visa then convert it into an Ed. Visa of any kind, I would, but outward travel from the country I'm in is forbidden unless you have an acceptable reason to travel (and visiting the LOS on holiday doesn't cut it) - study abroad does. So, I am wondering if there exists a college or university course that would provide a study visa with which to a)be allowed to leave here and b)enter Thailand. Any ideas much appreciated.
