Phuket Vice Governor Vikrom Jakthee announced the goal yesterday (Mar 25) at a meeting to coordinate all government agencies in carrying out this year’s Songkran campaign. “The goal is to reduce the number of accidents, injuries and fatalities in comparison to previous years,” V/Gov Vikrom said. KannikaP
A target of ZERO, and then a goal to reduce the number of fatalities in comparison to previous years does not make sense. Don't tell the committee, tell the bleedin' drivers and barmen.

The goal and the target should always be the same, ZERO, and for the whole year not just the Seven Days of Danger road-safety campaign

That is easily achievable if they block all roads. ⛔

1Gringo
the only way to accomplish this is to take away every motorized vehicle key and impound all those vehicles. 1

So, the 'zero' target is just a misunderstanding. Just as well, judging from the number of RTAs yesterday drivers are continuing to practice for the event......???? The target is set to zero, and the goal is to get as close to the target as possible. Zero is not realistic, but a target for the number of dead, there is really nothing else you can use. You set goals that people can achieve because you want them to be successful. If their goal is virtually impossible, (zero) they know they are going to fail so why bother. If the goal is something they can achieve (10% reduction) they are more likely to try to try harder. No different than taking an exam. The goal is to get an A, the target is 100%... Old Croc
I believe the strategies of setting and publicizing targets, followed by the placement of police at stationary road side bivouac's is largely ineffective and should be replaced by more proactive policing. The drugged/drunk speeding fools without a thought in, or helmet on, their skulls need to be hit in the wallet to force them to understand the necessity to avoid becoming a statistic.
