Let the people have whatever they want, the cost of drugs will plummet, the need for crime to support your habit will be gone and the criminal gangs will lose their profit and their power. Collateral damage will disappear, and the money needed to support the jail/army/police war industry will be saved. The few drug takers that use to excess (who were never likely to contribute to society in the first place) will remove themselves.
