   Maybe because it is such an obvious solution to all their problems... unless they are being held here against their will - in jail for instance.

few years back saw a westerner MOLEST a very young girl as she was putting stuff on his face.  one of the most disgusting things I've seen here.....luckily people forced him to leave the festival and I heard he left the city just a few days later.
