Hopefully covid numbers will return to "normal" and will resume after this pause. The complete order is attached for Thai readers. The latest understanding of the provincial order is that it is specific to organized scuba diving and snorkeling trips. The consensus is that personal beach/water sporting activities, e.g., swimming, kayaking, surfing, jetsking, and maybe even snorkeling/scuba are allowed.
