Seems it was yanked because of other spelling mistakes and it was regarded as a wind-up.

And, in answer to your original question; the phrase usually heard is "Farang Kee Neow" and it is normally used in response to those who are exceptionally tight with their money. Examples: those who expect to bargain to below cost price. Those who go to restaurants or cafes and insist on sharing a single dish of Pad Thai and who demand free water when only bottled water, for sale, is available. I could go on with a list as long as my arm, but it would accomplish nothing.
