In England a learner driver has to have a provissional driving licenece, and be accompanied in the car by someone who has a full driving licence. Stand to be corrected, but dont believe there is such an animal as a provisional license in Thailand, what I do know....when I Mrs did here DL, she took lessons and then went for the driving test, but she didnt apply for a learners or provisional license..
