October 28-31 possibly holidays: Sukhumbhand

A four-day period starting from October 28 could be announced national holidays, to allow time for Bangkok residents to get themselves ready for flooding, according to Bangkok governor Sukhumbhand Paribatra.

He claimed that Prime Minister Yingluck Shinawatra may propose to the Cabinet in its meeting on Tuesday to annnounce the holiday break, when a peak tide is scheduled.

There has not any been news reports earlier about Yingluck mentioning the idea. She is personally against it, as there would be no officials at work sufficiently to fight off flooding or implement preventive measures

Long-term flood prevention system envisioned

Deputy Prime Minister Kittiratt Na-Ranong promised a flood-prevention system for industrial estates, in the government's bid to restore investors' faith.

Following the Monday morning meeting with the private sector, including industrial estate operators today at the Stock Exchange of Thailand, he said "There would be a prevention system, to be designed by experts."

Aside from short-term rehabilitation efforts including the facilitation in machinery imports, he said that a committee will be set up, to be represented by industrial estates, business operators, experts and government agencies. The committee will be tasked to devise a long-term prevention strategy.

"I can assure all that the government’s rehabilitation efforst would face no obtascle, including the financial supports which could require tens of billion baht," he told the industrial estate operators.

To date, seven industrial estates have been inundated. Kittiratt said that it should take 45 days to drain water out of the flooded

industrial estates, from the day that the water level stabilises.

Dr. Seree Suparatit of the Sirindhorn International Environmental Park has predicted how the flood waters will gradually flow into inner Bangkok. The flood and water management expert says that it will take water currently flooding Don Muang to reach Lak Si in 12 hours. The waters will gradually flow into the Kasetsat Intersection in around 36 hours and then move south into the Lad Prao Intersection within 60 hours.

As for how far south the flood waters will go, Dr. Seree is of the belief that it could reach the Victory Monument.

He warns that some parts of the capital could see flooding for as long as a month, but some areas will only be affected by 10-15 centimeters of water.

Government worried about locals destroying embankments

Prime Minister Yingluck Shinawatra is considering to announce some areas off-limits to public in order to protect authorities who are manning embankments erected to save the inner city from being inundated according to Floodmanagement expert Anon Sanitwong na Ayutthaya.

Anon said yesterday Flood Relief Operations Centre (FROC) led by Deputy Prime Minister Pracha Promnok has made the statement.

The move has come after Bangkok Governor Sukhumbhand Paribatra commented that the Bangkok Metropolitan Administration (BMA) has met with strong opposition from some locals in their effort to protect the embankments that were put up to prevent flood waters from inundating the inner city.

"At 1am many people came out to oppose the work of BMA officials. They threatened to use force against the officials, who risk losing their lives because they have not been trained to use arms or had any security training. They need protection from concerned agencies because we must protect the embankments to save the inner city from going under water," Sukhumband said.

Local residents of some districts in Bangkok have wanted to dismantle embankments because they believe their houses have been heavily flooded due to the embankments that authorities erected.

Information and Communication Technology Minister Anudit Nakorntap said Klong Papa flood situation has been solved since Saturday. Authorities are going to diverse the water that overflow Klong Papa to other canals.

He added the overall flood situation would improve in the beginning of next month.

Meanwhile, Outspoken Science Minister Plodprasop Suraswadi yesterday urged the government to come clean with the people of Bangkok, as all parts of the capital would be submerged for more than a month.

"If people know the whole truth, their fear will gradually go away and they will instead struggle to live on. So, the government must disclose the real situation," he said.

The head of the National Disaster Warning Centre said the government should immediately provide all the facts without worrying that the truth would cause panic among the public.

People should be warned as early as possible about the flooding of their areas.

The government must clearly provide shelters and their locations should be as close to refugees' homes as possible.

The government should provide public updates every 15 minutes so that people would know where to go to escape flooding.

Traffic cameras could be used to monitor the flood situation and twoway traffic radios to report on the current status.

The public should be alerted clearly on the next area to be flooded.

People were worried because they had not received complete details.

He said he has assessed the situation and believes that all of Bangkok would be inundated for at least one month to oneandahalf months.

Bangkok should learn a lesson from Ayutthaya, as that upstream province has been flooded for weeks and the waters have not subsided yet.

"Ayutthaya has no complications from high tides but Bangkok will also be hit by peak ocean tides," he said.

The Bangkok Metropolitan Administration has opened its sluice gates only about halfway because the city wants to manage the flow of floodwaters.

"I think the BMA is worried too much. The sluice gates' capacity could be used much more," he said.

Bangkok's crisis would reach its most critical point this week, he added.

FROC Puts 3 Additional Districts on Watch List

The Flood Relief Operations Center has added Kannayao, Bangplad, and Taweewattana districts on its watch list. Tonight's announcement also mentioned Lad Krabang and Nong Jok in a list of areas which remain on high alert. In the case of evacuation, residents are instructed to contact their district offices for further details and instructions.
