Air Force head office, commander's official house flooded

The entire compound of the Air Force headquarters has been flooded, including the official residences of the five top Air Force officers, Air Force Commander-in-Chief ACM Itthaporn Supawong said Wednesday.

Itthaporn led a team of senior officers and reporters to inspect the Air Force headquarters.

The water was mostly one-metre high. The Air Force airport was about 1.3-metre under water.

Itthaporn said the Air Force was still taking care of some 50 flood evacuees at the head office.

He said most of Air Force officials and families have been evacuated after the floodwater was higher than the one-metre floodwall.

15 green mambas on loose

Another terror from flood emerged Wednesday, as the public was warned of 15 green mambas that escaped from a flooded house in Nonthaburi's Pak Kred district since Tuesday night.

Those spotting these venomous two adult two-metre-long snakes and 13 young one-meter-long snakes must alert the Zoo and Wildlife Veterinary Society of Thailand via hotline 1362 or the Jor Sor 100 radio station at 027119160.

Groundwater Resources Department to distribute free drinking water to flood victims

The Groundwater Resources Department will distribute free-of-charge at least 100,000 bottles of drinking water per day to 11 districts of Bangkok, the department chief Praneet Roibang said Wednesday. By Friday, all 11 districts should get the drinking water.

The distribution points were; Chatuchak's Groundawter Resource Department, Chatuchak's Suan Chatuchak, Wang Thong Lang's Wat Sammakkheetham; Bnag Kapi's Khlong Chan housing estate, Beung Kum's Prapaswittaya School, Khlong Toei's Bangkok Planetarium, Saphan Sung's Wat Lat Bua Khao, Bang Bon's Ratchasit Technical College, Phra Khanong's Wat Washirathamsathit, Phulcharoen Wittayakhom School at Samut Prakan's Bang Phi district, and Wat Tamrhu at Samut Prakan's Mueang district.

China sends 500 rubber boats to help Thailand, Japan donates another Bt380 million

China has sent 500 rubber boats with engines to assist flood victims in Thailand, to be delivered soon by Air China, Foreign Minister Surapong Towichak-chaikul said Wednesday.

Saying the Japanese government also informed him that they would give Bt380 million to buy relief items, Surapong said National Flood Relief Operation Centre director Pracha Phromnok and him would submit the list of items - such as water pumps, boats, and water fillers - to the Japanese government soon. He said the Thai government had ordered six diesel-powered water pumps worth Bt10 million from India, which the Royal Irrigation Department would use.

Transport Co announces new bus routes

Transport Co Ltd Wednesday announced the new routes, due to flooding conditions, for its northern and northeastern bus services.

The northern route buses departed the Mor Chit 2 Bus Terminal to Srirach Expressway, Rama 9 Bridge, Samut Sakhon's Mahachai and Ban Phaeo districts, Nakhon Pathom's Khamphaengsaen district, Uthong Road, Suphan Buri's Sri Prachan and Sam Chuk districts, Sing Buri's Bang Rachan and Mueang districts, Nakhon Sawan's Ta Khlee, Tak Fa, Pai Salee districts, before going back to the usual routes to the northern destinations.

The Northeastern route buses would also use Srirach Expressway, pass the Suvarnabhumi Airport, Chacherngsao's Bang Nam Pliew district, Highway No.304 through Phanom Sarakham district, Highway No.319 to Prachinburi, Nakhon Nayok's Bang Phlee district, Higway No. 33 through Ban Na district, Saraburi's Wihan Daeng district and Highway No.1 to Meuang Saraburi, before continuing the usual routes.

Power utilities poised to assist flooded estates

Electric utilities are ready to help the seven flood-hit industrial estates drain the water out within 10 days and then restore full power to them within 30 days.

The Electricity Generating Authority of Thailand has discussed the plan with the Federation of Thai Industries (FTI), the Provincial Electricity Authority (PEA) and operators of the industrial parks.

Thana Puttarangsi, Egat's deputy governor for the transmission-system business, said yesterday that the Energy Ministry had asked Egat to join with the operators to pump the flood waters out of the industrial zones.

Saha Rattana Nakorn Industrial Estate and Rojana Industrial Park will be the first, as the flood is already ebbing there. Egat is just waiting for the arrival of the pumps the ministry ordered from overseas. Once the work begins, it is expected to take 10 days to eliminate the water from the two estates.

Energy Minister Pichai Naripthaphan said the ministry and PTT were jointly importing 140 pumps worth Bt30 million, which are expected to reach Thailand in one or two weeks. J Power has informed the ministry that it will bring in its own 25 pumps to take water out of the two zones within this week.

PEA governor Narongsak Kammales said his agency and Egat were prepared to supply 22 kilovolts to the industrial zones to operate the pumps. Once the water has been completely expelled, it will take 30 days before electricity can be fed to the industrial zones as usual.

Seven teams

The PEA has set up seven teams to survey the seven estates and also a working committee to take care of households and factories outside the industrial zones in order to bring back electricity to them as soon as possible.

FTI chairman Payungsak Chartsutipol said both Egat and the PEA would definitely supply power to the flooded industrial parks within 30 days after the water is completely removed.

Rojana Industrial Park has its own power plant with capacity of 270 megawatts. It has asked the PEA and Egat to supply power to factories in the park in three stages - 10MW starting on November 16, 50MW on December 1 and 180MW on January 1.

Egat will provide 10MW to the park from its Saraburi 4 plant and 50MW from the Bang Pa-in 2 plant. It will figure out later which of its plants will supply the bulk of the 180MW.

Jirapong Vinitbutr, director of Rojana Industrial Park Co, said a quick recovery of the industrial parks would limit the damage. If the situation does not improve, a million workers in 700 factories in these parks will lose their jobs.

Tavit Techanavakul, director of Thai Industrial Estate, the operator of the Hi-Tech Industrial Estate, said the estate was expected to start draining water out on November 11 and finish in 10 days. It is expected to reopen by December 10. The cost of restoration is estimated at Bt100,000 per rai. The estate occupies 2,400 rai (384 hectares).

Military Trucks to Provide Free Transportation

UPDATE : 2 November 2011

The military will be providing free transportation for the public from today onwards.

The routes include:

1. Ladkrabang-Laksi-Royal Thai Armed Forces Headquarters-Government Complex

2. Ladplakao-Laksi-Royal Thai Armed Forces Headquarters-Government Complex

3. Army Club-Vibhavadi-Laksi-Royal Thai Armed Forces Headquarters-Government Complex

4. Sanam Luang-Chaeng Wattana-Muangthong-Royal Thai Armed Forces Headquarters-Government Complex

5. Srisamarn-Royal Thai Armed Forces Headquarters-Government Complex

Military trucks will also be provided to transport people on 7 routes in Don Muang, Laksi and Bangkhen from 7AM-10PM everyday with trucks leaving every 25 minutes.

There will also be trucks going to Thanyaburi District, Pathum Thani from 8AM-6PM.

Twelve other routes will be available to Nonthaburi and Pathum Thani from 5PM-10PM with trucks leaving every 2 hours.

Deadly green mambas escape in Pak Kret

Another terror from the floods emerged yesterday - the public was warned 15 green mamba snakes escaped from a flooded building in Nonthaburi's Pak Kret district on Tuesday night.

Officials say the highly venomous snakes include two adults - twometreslong - and 13 onemetrelong young ones.

Anyone spotting the snakes must alert the Zoo and Wildlife Veterinary Society of Thailand via hotline 1362 or the Jor Sor 100 radio station at 027119160.

Wild Animal Rescue Foundation of Thailand vicepresident Chisanu Tiyacharoensri said that green mambas are yellowish green in colour and are larger than green snakes. He urged people to stay away from the snakes and be careful not to be bitten because there was no serum available in Thailand at present for their venom.

Chisanu said a mamba bite victim would feel drowsy and could die in 20 minutes. If they survived, the victim would be on respiratory aid while waiting for serum to come from South America in 23 days.

For first aid in case of snakebite to a limb, Chisanu said the wound should be cleaned gently with soap and water, a piece of cloth should be wrapped tightly at least 7 centimetres above the bite. A second piece should be wrapped 7cms above the first. The victim should lie down before being quickly transported to hospital. He warned not to squeeze or cut the wound.

The headquarter remains unaffected by the floods, the bank said in a statement released today.

Parts of Vibhavadi-Rangsit and Phaholyothin roads are flooded and the water is expected to flow further to Ratchadapisek Road.

In the statement, the bank said that it has prepared preventive measures to ensure smooth operations, which cover human resource, office, equipment and IT. The bank has a back-up centre for IT system while call centres are located in several places.

Khlong Sam Wa sluice gate fixed

Bangkok Metropolitan Administration (BMA) workers successfully repaired the Khlong Sam Wa sluice gate Wednesday afternoon, amid tight security provided by 400 polices.

Following the government order to open the Khlong Sam Wa sluice gate to one metre and the road blockage by angry residents, some of whom damaged earthen levee at the gate to release floodwater from their communities, BMA workers yesterday repaired the damaged part, using wooden pillars, sandbags and ten sheet plies.

Banks reserve more cash

Commercial banks on Friday withdrew Bt20 billion of cash from their accounts at Bank of Thailand, in their attempt to address a possible increase in cash demand in light of floods.

Nopporn Pramojaney, assistant governor, for Banknote Management Group, said that last Friday, combined withdrawals were tuned at around Bt20 billion, up from daily average Bt2-Bt3 billion. This partly increased cash in circulation to Bt1.2 trillion, up 17 per cent from Bt1 trillion in the same period last year. In October alone, cash in circulation increased 7 per cent on year," he said.

"Last week, banks’ withdrawals tripled from pre-flood period. In the last few days of the week the amount was 6-7 times higher. This increased in line with floods. As it remains unclear how this will lead to, commercial banks are reserving more cash," he said. He also assured that the central bank has ample supply of cash reserves.
