PM on Cabinet Reshuffle and Second Relocation of FROC

UPDATE : 6 November 2011

Prime Minister Yingluck Shinawatra spoke to the media about reports of a possible Cabinet reshuffle and the Flood Relief Operation Center (FROC) being relocated for the second time.

Prime Minister Yingluck declined to confirm or deny the possibility of a Cabinet reshuffle. She said she'll carefully review the performance of each Cabinet minister before she makes any changes to the Cabinet lineup. However, the premier denied a reshuffle will happen any time soon.

She added the placement of the 'big bags' (2-ton sandbags) along Lak Hok and Local Road is mean to slow down the flood water movement. The Transport Ministry is in the process of using 600,000 smaller sandbags to plug the small spaces between the 'big bags'. The FROC hopes the big bags will be able to help slow down the rate the flood water is moving towards the inner parts of Bangkok.

The premier also denied the FROC is to be relocated to a third location, the Bitec center in Bangna, despite the fact that the areas around the Energy Ministry, the second location of the FROC, are already flooded.

PTT Sells Cheap LPG to Help Flood Victims

UPDATE : 6 November 2011

Thailand's energy gaint PTT has orgaznied for cheap LPG to for household uses to be sold at 16 different locations in Bangkok and nearby metropolitan areas to help flood victims cope with potential shortage of cooking gas delivered to their homes.

Saran Rangkasiri, executive vice president of PTT, said PTT will put on sales of LPG or cooking gas in 15 kilogram cylinders at 14 PTT petrol stations in Bangkok and nearby areas. The energy giant hopes to help flood victims cope with the difficulty of getting cooking gas delivered to their homes during the flood. The gas is priced at 280 baht per 15kg tank. Only PTT's tank will be accepted. Without an existing cylinders to exchange, a deposit of 1,370 baht is required.

In the near future, PTT has plans to provide cooking gas to households by boats in areas that are inaccessible by cars after several roads have been rendered inacceessible by the floods.

Total of 11 Districts Declared as Evacuation Zones as at Nov 6, 2011 (7PM)

UPDATE : 6 November 2011

A total of 11 districts have been declared as evacuation zones by the Bangkok governor. This evening residents of the entire Jatujak District have been urged to relocate to high ground as soon as possible.

Bangkok governor Sukhumbhand Paripatra has declared the entire Jatujak District as an evacuation zone. Resides in all sub-districts; including Lad Yao, Sena Nikom, Jatujak, Chandrakasem and Chomphol to relocate to higher ground.

The addition of Jatujak District puts the total of districts that have been ordered to evacuate at 11 districts. The list has grown from 8 districts on last Friday to 11 in less than 48 hours.

Districts on Evacuation List:

1.Don Muang

2.Sai Mai

3.Lak Si

4.Bangkaen

5.Bangplad

6.Taling Chan

7.Tawee Wattana

8.Bangkae

9.Pasi Charoen (4 sub-districts in Pasi Charoen were declared as evacuation zones since Nov 5; Klong Kwang, Bang Duan, Bang Wak, Bangchak)

10.Nong Kaem (Pok Krong Sub-district added to evacuation list on Nov 5)

Districts that were asked to evacuate this morning (Nov 6):

Flood death toll rises to 506, two missing

Flood-related death toll has risen to 506 and two people were still listed as missing, the Disaster Prevention and Mitigation Department announced Sunday.

The department said 25 provinces are still flooded, affecting 1.15 million families.

Interior Min Spokesman Assures Value of Each Relief Bag Approximately Bt800

Interior Ministry spokesperson Pipatchai Piboon denies the flood relief bags distributed to flood victims are worth less than 800 baht. He explains that the 5kg-pack of rice alone costs over 100 baht.

Earlier this week Sakholthee Pattiyakul, deputy spokesman of the Democrat Party, cast doubt over the real value of the emergency relief bags that are being distributed to the flood victims by the Pheu Thai-led government coalition. According to the Flood Relief Operation Center (FROC) each bag of emergency supplies contain items with a combined value of approximately 800 baht. That's also a figure that was submitted for budgetary purposes. Sakholthee believed that instead of 800 baht, the supplies in each emergency relief bag should be worth no more than 200-400 baht.

Interior Ministry spokesperson Pipatchai Piboon denied the claim that the procurement of these relief bags were anything but transparent.

Each relief bag contains the following items:

1. One 5 kilomgrams bag of rice (100% white rice)

2. Six packs of instant rice

3. Four cans of canned fish

4. Four cans of spicy canned fish

5. Four cans of green curry or chicken curry

6. Four cans of fried fish (original flavor)

7. Four cans of chicken massaman

8. Three cans of spicy fried clams

Pipatchai said the 5kg pack of rice along cost over 100 baht. He also reassured the public that the items in each relief bag all meet the market standard and does not contain anything that has already expired.

Summary of FROC Announcement: Nov 6, 9 PM

UPDATE : 6 November 2011

The Flood Relief Operation Center (FROC) held a press conference at 9 PM, providing the public with a quick updates on several flood-related issues to the public including the completion of the 'big bag' barrier that is hoped to effectively reduce the amount of flood water entering inner Bangkok.

The Flood Relief Opreation Center (FROC) admitted that flood water has breached various areas of Bangkok including those in the inner parts of the capital. The flood water has reached pass Thai Airways International headquarters on Vibhavadi-Rangsit Road and Chao Phraya Park Hotel on Ratchadapisek Road.

However, the FROC is hopeful that the 'big bag' barrier that has been constructed, using thousands of 2-ton sandbags and 600,000 smaller ones, will help reduce the amount of flood water entering the inner parts of Bangkok. The center said drainage efforts will be expedited to ensure that water is drained from Bangkok as soon as possible but it needs time. The FROC is also warning the public not to destroy the big bag barrier or any flood barriers. The government will drain the flood water from areas north of the barrier into the Rangsit Payunsak Canal and then to the sea.

After seeing the effectiveness of the 'big bags', the FROC is considering placing a similar barrier in the west side of Bangkok. However, the FROC spokesperson said it'll have to wait until the flood water level has receded and careful consideration must be given to where the bags should be placed.

The FROC also reiterated the Bangkok Metropolitan Administration's announcement for residents in 11 districts to evacuate.

The center then touched briefly on the effectiveness of the EM (effective micro-organism) balls in treating both still and running water. However, it's calling for companies and organizations that are making and distributing the balls ensure they meet the acceptable standard.

The FROC spokesperson also urged the public not to destroy barriers along the Prapa (waterworks) Canal. The water production capacity at Mahasawad Water Treatment Plant has been reduced, affecting areas located on the west Bangkok. The Metropolitan Waterworks Authority is trying to help the public cope with the reduced production capacity by giving out free water at Phra Nangklao Bridge and all of its district offices in areas unaffected by the floods.

The FROC also stated that state offices have been ordered to allow flood affected civil servants to take days off without having them counted as official 'leave' periods. However, no official holiday has been declared for private companies. The management of private companies have been advised to exercise judgement and give employees time off to deal with the floods as they see fit.
