The visa on arrival is only available to business travellers who either have proof that they are attending a meeting or seminar, or for employed foreigners who have proof of their employer and employment status. Even if you are a business traveller: I have heard of a case where the visa on arrival was rejected, because there was something wrong with the invitation letter.
