I recommend using Thai banks debit card to withdraw HKD if you have thai debit card. When you exit arrival passport control at HKIA, you will see a lot of ATM's on right hand side. So,on 1F Pacific Exchange will give you probably the best rate in town.Western Union in HK gives lousy rate for TB, and the worst rates ever you will get at HK Airport for any currency.
