I mean, from the footage, we don't necessarily see who the real owner of the bag was. It would be useful if the footage showed the alleged bag owner placing his bag on that chair. This is a video taken from a smart phone of the security footage. You can see the full frame at 27 seconds - after that you can see how the phone-cam scrolls across the screen as the thief moves - the camera hasn't panned (the time stamp is also a giveaway that the security camera doesn't move).
