Village presidents (headmen) do have the authority to rule on this type of situation, in fact according to a lawyer friend that I raised this question with earlier today, a village president (headman) has the authority to make binding rulings on this type of issue, and a much broader range of issues than I had assumed, and they get regular legal training to support this responsibility (and their services are free to the consumer).
