Dear Rot,

it looks like I jumped the gun with what I said earlier.

Village presidents (headmen) do have the authority to rule on this type of situation, in fact according to a lawyer friend that I raised this question with earlier today, a village president (headman) has the authority to make binding rulings on this type of issue, and a much broader range of issues than I had assumed, and they get regular legal training to support this responsibility (and their services are free to the consumer). If you don't agree with their ruling you appeal at the subdistrict level, and so on,
