I'm not sure how you'd game the system if the grants are being used to pay for medical services rendered. 
However, I could see the 'rape' scenario being easily gamed, which totally sucks for individuals in real rape cases.  In actual rapes, I think the compensation is really low, but then the potential to game the system is exponentially high.  Tough call.

It reminds me of  the paltry sum of 5,000 baht given to the badly injured survivors of the Phuket plane crash some years back.

Yep....I'll have a magic time with the 101,690 baht and it'll sure go towards clearing my Thai hospitals bills of a few hundred thousand.

For the Thai government to hand out money and acknowledge the fact there is  a serious problem with crime in Thailand tells you how safe us tourist are in that country ? :-(
