I was comparing visa instruments that allow you to stay long-term in both countries. I am aware of every single Thailand visa detail you lay out. The bare fact is, if you want to stay in Cambodia long-term, you have to buy a business visa at the moment. It's the only thing you can compare with Thailand. Never mind the details or price. Of course, I am mostly referring to older expats, i.e., retirees who would generally be over 50. I can surmise that when Cambodia finally has a retirement visa, it might cut the current price (of the business visa) but raise the business visa price. However, everyone would agree that whatever price it determines for either visa, it will be far easier to deal with than anything bureaucratic, punishing Thailand offers.
