PM orders reservoir construction to solve flooding problems

BANGKOK: -- Prime Minister Thaksin Shinawatra has ordered that a mega-irrigation system be developed, and that reforestation projects be implemented in a long term response to stop flooding in Thailand's flood-prone areas.

Deputy Prime Minister Suwat Liptapanlop said on Monday that the Interior Ministry is monitoring the flood situation in the North and the Northeast.

A committee has been set up to help flood victims, he said, and its members have regularly traveled to the flooded areas. Measures to help flood victims have also been put in place.

The prime minister had assigned the Ministry of Agriculture and Cooperatives to run the integrated water management projects in basin areas, said Mr. Suwat.

Meanwhile, in the northern province of Phichit, incessant rain has caused floods in many areas.

Foodwaters in one village in the provincial seat is almost one metre deep as the area was hit by flash floods for the second time over the past couple of days.

Some villagers are traveling by boat as unpaved roads are flooded and have been damaged, while others have become sick, having contracted water-borne diseases.

In the northeastern province of Chaiyaphum, relentless overnight rain triggered a flash flood.

The water of the Chee River has rapidly risen and flooded a vast area of paddy fields.

Farmers said that the paddy fields have been under water for two days, and that extensive areas of farmland will be damaged if the flood does not receded within a week.

In the southern province of Phang-nga, about 100 rai of farmlands and eight roads in three villages of Kapong District are under water due to continued downpours over the past few days.

Local officials and volunteers have been dispatched to assist flood victims in the areas and to repair damaged roads.

Gov to find long-term measures to counter flood problems

The committee designated to assist flood-hit victims in the north is preparing to deal with the heavy rain, while the government is finding long-term measurs to counter the possibility of inundations in variuos areas.

As the chief of the Committee, Deputy Prime Minister Suwat Liptapanlop (สุวัจน์ ลิปตพัลลภ) spoke about the heavy rain warnings and has assigned the committee to follow up with the matter and if flash flood takes place, the committee can immediately assist people.

As for the long-term assistance, Prime Minister Thaksin Shinawatra has ordered Agriculture and Cooperatives Ministry to look into the matter and instructed the ministry to develop wider rivers.

Besides, the premier has assigned Natural Resources and Environment Ministry to restore forest conditions as the forest will help prevent flood in the long run.

We havn't had floods in twenty years in my area, but with the advent of the Shin Shaftari, it's perpetual flooding in the rainy season. The amount of lumber removed defies comprehension, and they are doing the same thing for the flower festival, will they never learn? :o

Mr. Sermsak: flood situation is not worrying

Deputy Minister of Interior Minister Sermsak Pongpanit (เสริมศักดิ์ พงษ์พานิช) stated that the overall flood situation in many areas is not worrying.

Mr. Sermsak said the area that has been affected the most from the flood disaster in Nakhon Si Thammarat (นครศรีธรรมราช) Province is Tambon Huay Jik (ห้วยจิก) of Chawang (ฉวาง) District. He added that the northern provinces of Sukhothai (สุโขทัย), Phitsanulok (พิษณุโลก), Phichit (พิจิตร) and several areas in Nakhon Sawan (นครสวรรค์) are also facing with flood problems.

He disclosed that the Interior Ministry has cooperated with the Ministry of Agriculture and Cooperatives to assist the flood-hit farmers.

The Deputy Minister of Interior also said that heavy rainfall in the Northeast, especially in Chaiyaphum (ชัยภูมิ) Province, is deemed beneficial as people can store water for usage during the drought period.

Mr. Anucha will propose an urgent plan to handle flood problems to the Cabinet

Disaster Prevention and Mitigation Department Director-General Anucha Moekkhawet (อนุชา โมกขะเวช) will propose an urgent plan for solving flood problems in the North to the Cabinet meeting today. He will also report the progress of installing the flood warning system.

Mr. Anucha said that six northern and southern provinces are dealing with the flood disaster, and 7,000 areas nationwide have now become flood-risk areas. He said some provinces that have been hit by the flood disaster repeatedly are constructing reservoirs, following His Majesty the King’s instructions. Meanwhile, villages that are prone to mudslides are setting up “Mr. Warning” (มิสเตอร์เตือนภัย).
