Immigration: Failure to comply with 24-hour foreign guest registration requirement carries B8,000 fine

Go to the Phuket Immigration website and click the banner (first one with Thai writing) to access the foreign guest registration portal.

PHUKET: -- Hotel and other accommodation owners in Phuket who fail to comply with the requirement to register foreign guests with the Phuket Immigration Office within 24 hours of arrival could be fined up to B8,000 per unregistered guest, but will be warned first.

Speaking to The Phuket News by phone this morning in response to inquiries about the online registration portal being inaccessible for some concerned hotel owners, an officer at the Phuket Immigration Office reassured that the portal is still working, but via the Phuket Immigration website.

“We’ve received many calls from local hotel owners who could not access the website directly, so we advise people to follow the link from Phuket Immigration website instead, which seems to be working fine so as far as we can tell.

“For hotel owners who don’t register guests in 24 hours, we will not just fine businesses without speaking to them and warning them first. If they can’t access the website, they can call us or come and see us in person too.

“But if they still don’t comply [after the initial warning], the maximum fine would be no more than B8,000 for each [unregistered] guest,” the immigration officer, who did not wish to be named, said.

The Phuket News confirmed that the usual online registration portal direct link was not working when we checked this morning, but that the link from Phuket Immigration did lead to the correct portal, by following these steps.

If using Internet Explorer:

Go to Phuket immigration (Click here)

If prompted by a Welcome page, click through to access the home page

On the left hand side of the home page, find the small yellow banner that reads, in Thai letters การแจ้งที่พักอาศัย It should be the second one from the top left. (See photo) Click it

You will be prompted with a warning page that says “Click the link to continue to this website (not recommended)”

Click through to access the foreign guest registration portal.

For people who use Google Chrome, repeat the steps above, but once you click the Thai banner, you’ll be prompted with a different warning page. Click the link that says “Proceed to extranet.immigration.go.th (unsafe)”

Otherwise, contact Phuket Immigration Office directly on 076-221905.

They really have no idea about how to run a country or efficiency. The only thing they can do is create mountains of red tape.

The SSL certificate for extranet.immigration.go.th is invalid because they signed it themselves. Seems like Immigration has their own Certificate Authority which might work internally for them as the root certificate is probably installed on all their computers but for everyone else a big fat warning will show up.

Doesn't the Thai government have its own CA with root in common browsers? Or why not at least buy some certificate from one of the various vendors.

And the reason why many people complain is that the site doesn't seem to respond on HTTP but works on HTTPS. No need to go to the immigration site and click a banner.

well, that will be a great stimulus for the influx of tourists & their money

Why would the "influx" of tourist be influenced by fines charged to resort or hotel owners?

I sure hope the Foreign Guess Reporting System works better than the new 90 Day Address Online Reporting System. If it don't, the govt will be collecting tens of thousands Bt8K fines....maybe that's their real plan.

It is off topic but If you are a Thai yes then it could be very well 8000 baht, but if you are a Farang no way you get away with that amount....

I think the fine for not registering a guest within a given period is rather steep.

<sarcasm>Well that's a huge relief because we all know how well the online 90-day reporting system works for everyone and how helpful immigration is when it happens not to work.</sarcasm>

There is something called thorough and complete testing before deploying such an important system. A system whose use is being require under threat of draconian fines.

They'll have to hire a full-time person just to run back and forth to immigration all day long or sit on the phone calling phones at immigration that probably aren't always answered. This is going to be real fun for the hotels.

Thailand is filled with amateurs at all levels...all the way to the top.

NO they NEVER think this stuff through...EVER!

I love how they based their 90-day reporting website code on Internet Explorer...the worst browser to adhere to standards and now or soon it will be unsupported.

Phuket Immigration is warning hoteliers they could soon face fines if they fail to register their guests' details though the agency’s new online database. Phuket Immigration Superintendent Panuwat Ruamrak made the announcement at an instructional seminar at the ICT Center in Saphan Hin earlier this month.

“After one month, we will look at how the system is performing. We may consider imposing fines on hotels who don’t enter the details,” Col Panuwat said.

After the seminar he explained that the law has long required hotels to register guest details within 24 hours of check-in.

Those failing to do so are subject to a fine of up to 2,000 baht for each unregistered foreigner.

I see the fine has gone up a bit over the years.

They could get a cheap SSL (signed by a trusted authority) and nip this problem in the bud.

Or...

They could &lt;deleted&gt; it up, like the Thai Government is so adept at doing with almost everything.

When is Thailand going to get competent (and ideally not corrupt) government departments who are effective at their duties, and don't faceplant at such small hurdles?

This is for hotel, resorts and private persons that rent out a condo etc. have nothing to do with the tourist them selfs. No need for you guys to have a titi attack over this nonsense that will not affect you in any way unless you rent out your space or run a hotel/motel/resort. This is nothing new even the U.S. Embassy ask you to give them your contact information incl phone and accommodation.

Exactly ... at last a very sensible post. This news topic is directed to private rental businesses. All the majot businesses already know and I expect comply with these long standing registration regulation. Heck... even a small business like ours has been complying for years.

No ... no tax involved with Immigration. Only about where a foreigner stays, nothing to do with room occupancy .... maybe many years in the future the various government agencies might attempt to cross check .... long long time away.

It's got nothing to do with the tourists. There ones and fine is on the apartment/guesthouse owner, hotel, etc. They get the fine. My landlord completed his form a year ago already.

What I took Suradit to mean was that the fine is on the hotel not the guest so the guests will not care whether the hotel registers them or not. It is a fine on the hotel not them. If my understanding is correct, then he is right and perhaps you owe him an apology. Suradit, please confirm what you meant.

8,000 baht fine for non registration of guest within 24 hours yet a Thai driver who mowed down two Brits killing them gets a 10,000 baht fine and a 1 year suspended prison sentence ! No wonder the adverts advertise the Kingdom as "Amazing Thailand "
