We have it stipulated in our (teachers') contracts that we are not allowed to offer out of school hours tutoring to students in our school (for money). It was just another way of getting money from the parents along with the uniform scam, the excursion charges, having to buy lunch at the school canteen , having to pay a fee to get their exams re-marked when the class failed and then they would automatically pass once the money was paid etc. etc. Teaching the kids to scam by their example.
