My search in the Victory Monument area led to UD Tower Mansion and Ratchaprarop Tower Mansion where I was told the owner no longer allows foreigners because of the last bomb that went off. They are telling Thais they have space, but not foreigners-- regardless of passport. If you're set on that area, there are a few other gems literally just a 5-10 minute walk away offering better deals and better ownership & staff, so you're still good to go.
