This rule applies in many countries, Spain about 25 years ago I seem to remember my friend getting pulled up for this despite me warning him about the risk. I do not want to see hairy unwashed falangs behaving like fools. Their contribution of B200/day spend is irrelevant to a huge manufacturing and agricultural produce country like Thailand. I know I know there is no Thai bashing on ThaiVisa only justify critics of Thai insanities but reading comments like "thailand comes thru again as among the most absurd nations ever. swimmers beware" Some would like to know Thailand is certainly not the only" absurd nation" For instance many towns in south of France have prohibited being topless in the city, the fine for refusing to put a shirt is 38€ ......Nice, Cannes Perpignan Antibes Menton among others towns Same same in Italy Venise being the first example... Corsica you'll be fined for being topless in Ajaccsio In Spain same same in Barcelona the mayor said "only 200 people have been fined because most tourists put back they shirts when they see the police" The links being not in English not authorised on TV but Google is there. I remember having a bit of a row with a farang about 5 years ago. He was on his m'bike worse for wear and I told him he was committing an offence, not only by having no crash helmet but also wearing no shirt. I had been told that do drive around without a shirt was insulting to the king etc. So, there has always been an 'offence' for years. I personally find it annoying to see shirtless foreignors walking on public streets here. It demonstrates a lack of respect and low class. It's embarrassing and I ask myself, 'what are they thinking?' Perhaps the Thai author of the popular Thai tee shirt that says, "I didn't Like You Anyway," came up with the idea from seeing more and more disrespectful, no class, out of control foreigners. It's no wonder visa changes and policy procedures are being made and enforced. People act the way they dress. When I see a 60 year old shirtless man holding hands walking down Sukhumvit with what appears to be a 18 year old woman I and most naturally form negative opinions. My opinion and most would change their opinion if he was dressed appropriately.
