These recents temples (Here it looks more like a simple stupa and not an entire temple) in the middle of nowhere are build with the donations from the faithtul, when a monk or the abbot in another temple, in Bangkok or in another big city, native from the area, decides to ''mark'' his native territory with a holy construction, also providing this way some job for the locals usualy charged to do the work and being paid for it. When finished it becomes also an ''attraction'' to visit and drain some tourists in the area, something that can be beneficial for the local population Usualy regular visits are organised by the religious accompagned by the donators on the site to motivate more donations and show the use of the money. There are still a lot of wealthy Thais more than happy to do some ''merits'' in this way at least it was the case before covid. My guess is with the covid crisis the donations have dried, or the monk\abbot is sick or dead, probably due to old age, hence the unfinished construction and the stop on the cleaning, nobody being paid anymore for it.
