Given that the majority of vehicles in Thailand are scooters, and most other modes of transport won't carry them (or charge a hefty surcharge, and only when they have room), that may be the factor that makes it a go.  

 

5-8 hours on a 125 cc scooter around the horn (with quite a bit of time added for the roads where scooters aren't allowed), or 3 or 4 hours on a boat?   No brainer- especially if the fare for a scooter and riders(s) is reasonable.  Hopefully, less than the price of renting a scooter for a day- plus the risk weighted cost of getting scammed by the rental vendor.

In fact Siam Logistics also offered a proposal. Maybe it's more like no point in trying to convince you.

As the Bangkok Post reported, he said the company is the only operator which submitted tenders to operate shuttle service after the department invited interested investors to submit tenders to operate ferry service on the route from the eastern coast covering Pattaya and Sattahip to the western coast covering Cha-am, Hua Hin and Pranburi.
