Foreign massage girls "not doing what it said on their work permits"

BANGKOK:-- A raiding party at two "traditional Thai massage parlors" caused a stir as almost three dozen girls tried to flee the scene.
 
Thirty soldiers and police, acting on a tip about illegal foreign workers from the public, raided the two venues in Nakorn Pathom yesterday.
 
They had to block exits as 32 girls jumped up and tried to escape.
 
A check found that the girls were aged 22 to 35 and all had work permits. But they were not working according to what was specified on the permit and the place of work was not correct either.
 
The owners were not around and police are seeking them to get to the bottom of whether the Nakorn Chai and Som O parlors have the necessary licenses to operate.
 
However, no evidence of human trafficking was found and none of the girls was underage.

Is this a real news item? There were no underage girls on premises. They were not working according to what was specified on the permit and the place of work was not correct either? What does this mean? Their work permit specified another location? Is that a big deal? What were they supposed to be doing? Only massage? Do any of those officials really take themselves seriously, if they thought this place was only promising massage services? Is this just a game for them? Livelihoods are at stake here.
