Foreign massage girls "not doing what it said on their work permits"

maybe the problem was there were not enough girls to take care of the soldiers ?

They were probably looking for any trafficking or under-aged  staff, which I believe is worthy.

As it is likely responding to a complaint and brown envelope from a competitor.

there are several technicalities that make it impossible for foreign prostitutes to legally work in Thailand:

1- foreigners need a work permit

2- prostitution is not permitted as a job because of anti-pimping laws, they can't work for someone or a company as prostitutes

3- I think professions like masseuse, restaurant staff and bar drink sales are jobs reserved to Thais and permanent residents

4- Thailand does not issue work permits for freelancers

 

and this closes the legal loop. no work permits for foreign prostitutes.

Work permits indeed do specify a job at a specific address. It's illegal to work at any other address (even for the same company) unless that address is added to the work permit.
