American arrested on charges of sex with a minor in Udon after being caught at home with 17 year old

UDON THANI: -- An American citizen of Korean extraction was arrested in Udon Thani on charges of having sex with a minor.

 

The suspect said he loves Thailand and felt lonely whenever in America, reported Komchadluek.

 

Police are also investigating whether 57 year old Ryan Jae Song posted videos of his sexual encounters with young women on the internet for sale.

 

A concerned member of the public called the Udon cops to a rented room in Pracha-uthit Road where they found the suspect. He pushed police at the door of his room but they soon gained entry and saw 17 year old "A" (an assumed name) in a towel on the bed.

A packet of Viagra, a used condom, several unused condoms, lubricating gel, sex videos, sex toys and a computer were taken into evidence.

 

Khaochadluek reported that as the evidence was being gathered the suspect tried to damage the hard disk but only succeeded in hurting his hand.

 

Police soon saw that the computer had still images and video of the suspect having sex with many young women.

 

Outside the room police found three motorbikes and a Mira car belonging to the suspect. He told police that he loved Thailand and had been here for three years. Whenever he went to the States he felt lonely.

 

He usually renew his visa by crossing to Laos.

 

He said he was running a second hand business selling motorbikes online and in his spare time like to invite girls under 18 to have sex and make videos.

 

He denied posting them online for sale. He claimed the videos were for his own pleasure.

 

"A" said that he had been with several of her friends before he moved on to her. She said he gave her 1,000 baht the first time then on four subsequent occasions she was paid 700-800 baht for her services.

 

Police are alleging that the suspect was indeed making videos for online sale.

 

But so far they have charged him with having sex with a girl aged between 15 and not yet 18 without the knowledge and consent of her parents.

 

Charges relating to the computer crimes act may follow later, said police.

 

The suspect was detained.

Never mind that almost all the 17 years old girls in Thailand are actively engaged in sexual activities at a much younger age, while posting their sexual escaped on social media for all the world to see, and many are with kids and have been married and dumped by boyfriend, but don't let the facts distract you from the reality that in Thailand a 17 years old woman is considered a minor still and in need of the government protection.....

No, but the article makes clear "A" is a prostitute, and the lower age limit for prostitutes is 18.

 

And the lower legal  age limit outside of prostitution is 15.

nope, it is simply illegal because the law explicitly states the lower age limit for prostitutes is 18.

I am not sure, but this guy could  possibly be up for their Double wammy  type law, that allows them to charge you again when you return to  America even through you have had your punishment in another country.

Some of these girls have probably been at it for years. However, in the 'New Thailand' 17 is definitely underage. This guy tried this at what looks like an apartment block, not exactly the brightest spark. He was probably shopped  by a neighbour, or the apartment manager. Deportation, and a few years wearing an orange jumpsuit to look forward to.

He better get his wallet out sharpish. A US citizen in the next village to me was convicted rape (15 year old says he believed she was 20), he was sentenced to 14 years. The appeal took 11 years back and forth and finally he spent 2 years in prison before deportation.

 

The US gave him a new passport and he spent 2 years in Cambodia before returning to Thailand. When I talked to him on his return he said he wished he had paid the 500,000 baht the police had asked for on his arrest, to make it all go away.

 

From several recent problems in our village were the police have been involved, I believe the age of consent is 15 years old but only if the parents of the girl give permission. Of course any problem can disappear when money is paid.

The age of consent in Thailand is 15 regardless of gender or sexual orientation, as specified by article 279 of the Thai Criminal Code. The current legislation applies to all regardless of gender or sexual orientation.

However,parts of the Prevention and Suppression of Prostitution Act, which disallow any sexual contact with prostitutes under the age of 18, are widely interpreted by some local authorities to cover sexual acts classed as "obscenity for personal gratification". Also, from the Penal Code Amendment Actof 1997 Section 283bis, having sex with an adolescent under 18 is a compoundable offense even with the consent of that person. The parent or the adolescent may file charges against the other side if they later regrets their own action. This ostensibly makes the Thai unfettered age of consent 18.

Does being paid for 'services' make the girl a prostitute, the payments may have been gratis. The word 'services' is also suspect without further evidence, maybe they just enjoyed each other.

 

In my experience in third world countries, the expatriate gives the girl 'bus money' or something akin, but not sure that this makes them prostitutes, the reason being the expatriate is usually far wealthier than the girl involved and wants to give something to the girl who has virtually nothing.

 

I would think that the police would need to make a case that the girls livliehood depended on sex for money in order to call her a prostitute and thereforeadjust the age limit.

plus of course the hypocritical parents are usually well aware of what is going on and in most cases actively encouraging it so that they can lounge around all day doing sweet <deleted> all while their daughter is "working". Probably this girl was not prepared to give it for free to the local police so they decided to make an example.

Paying for sexual services does make it prostitution. Under the UN child rights, to which Thailand is a signatory, anyone under 18 who is paid for sex is a child and cannot consent.

Do you think so?

I would suggest the fact that he was caught shagging a 17 year old, giving her money for it, and in possession of videos of such acts with other young girls is sufficient evidence to convict.

I'm no fan of the RTA or the judicial system, but in this case it seems to be working rather well.

maybe but Thais are 'special' right?  I have sympathy for the accused as it happens all the time and Thais don't care but the Thai Police love to catch a non-Thai then go all righteous about it

you are right happens all the time... the line between 'working girl' and 'sideline' and 'helping with gas/ticket/food' is VERY blurred in Asia and THAT is a fact
