What do you do as a fugitive on the run?. You need food and shelter. Sooner you need a ATM machine. Your phone can be traced. The number plate on your car. Maybe it will be a sad ending. I hope not. But one thing for sure. You will be found by the Thai police. It is there duty and they will deliver.

In case anyone was wondering if "Jackson Hall" being a criminal/rapist is true or not, Google is your friend.  The man in the picture is indeed Jackson Hall from Alabama and he's been arrested for rape, sodomy, child abuse, exposing himself to a women, etc.  Really makes me question the US justice system how a repeat violent offender can get out of jail so quickly each time.  I have no idea whether or not the fake passport thing is true, but even if it is, how the heck did he get out of jail for rape so quickly?  Did they even jail him in the first place?  The US justice system has failed us and now sadly a woman halfway around the world may be paying the price.

Excuse me.... but

 

1.  How in hell does a monster with a criminal record have a passport from his home country ?  In my country Canada, you get a criminal conviction... you are FORCED to surrender you passport.  

 

2.   How in hell can he get through security and allowed on a plane?  The computers should alarm that is has a bad criminal record.

 

3.  How can he be allowed into the Kingdom or any othere country when being processed on arrival ? ?  Again...their computers should see from the passport he should not have... that he has criminal convictions... 

 

  When I got my O-A visa from the Royal Thai Embassy one of the things I had to show was a police report that I have no criminal record....  notorized by a lawyer..

By a rough count the money borrowed and stolen comes to:

  • 450,000 Baht loan from a friend of his girlfriend
  • 150,000 Baht run up on a stolen credit card
  • 35,000 Baht borrowed from a German man
  • 70,000 Baht taken from two girls who worked with his girlfriend
  • 50000 Baht taken from an American woman and her son

And there is probably a lot more from people who have not contacted us.

Regarding this US teacher, you are correct he had only gained employment a few months previously. However that particular school was known to employ unqualified, though enthusiastic teachers.

I don't know if anyone is checking in Thailand, but normally international schools display their certificates from Cambridge, or whoever, proudly.  And no, it is not possible to open a second school and use the international title gained in one in the next, the process starts again.

Really surprising that an international school in Krabi can't pick from the best, I assumed it would be extremely competitive in such a beautiful place.

The authorities manage to nab Roger, the TEFLER from Cameroon, although he never left his condo....but struggle to get this nasty crim who has been all over Bangkok and other places, pinching money, harassing people, in and out of the country, wrecking cars, getting jobs, attending courses...what the hell is going on??...

To be fair,this school never displayed or stated that they had such a certificate.

They were inspected ( sort of) fairly frequently by the local education board.

and yes it makes a difference when the owner is Thai.

 

 There is now a new international school in the Krabi area, and yes they are employing fully qualified staff, and displaying their certificate from Cambridge.

 The owner being an ex-pat.

It will be interesting to know how the Thai family knows who he is. Did the missing woman figure it out and tell her family? Then why go with him?

As the story goes, he stole his Friends ID (Tyler Smith) which they seem to look a lot a like, to obtain a passport. Not sure how easy that is to do in the US as in Canada he would need 2 people as witnesses, to lie for him, and a high ranking official who would known him, plus have the same signature. But in lieu of this it is possible to go to the Commissioner Of Oaths, and make a Sworn Statement to get a Passport.

 

He also jumped his $30,000 Bail Bond, pending his court appearance for rape, and where he got that kind of money heaven only knows. I just hopes his parents didn't put there house up to mortgage to get him out of jail.

 

So his passport wasn't fake and thus could not be detected as such, but he did obtain that under false pretenses. He was known to have been in Thailand as early as last summer, but somehow escaped being tracked down and held. But I am sure he will soon appear on the most wanted list here in Thailand.

Perhaps they are not a real international, I would have thought they would be displaying the examining board somewhere and as it is not even mentioned on their website it does seem suspect, there is something known as a prospective international, which is a school using the syllabus and working with the examination board but has not yet passed, but they should not be using the international title.

I suppose you could also add the $30,000 Bail Bond he needed to get out of jail and he jumped, as I am sure he had to borrow that from somebody.

Well, you did kind of answer your own question, Brian, I think his name actually was, stayed in his apartment, this guy is all over the place, quite a difficult case for a police man accustomed to a particular lifestyle.

He got a legitimate passport using somebody else's ID. So there would be no way of telling if he had a Criminal Record, unless the guy he stole the ID from had one.

 

Airline Companies and even Immigration Officers to most countries, including Thailand, don't have access to your Criminal Record outside of their own country,

 

The only countries that I know that do this is Canada and the United States, in which we share Data Bases. So if you have a Criminal Record in Canada, and try to cross over to the USA, their Immigration Officers their would know this. Also why so many get turned back at the Border.

Well, how common is that? It's quite shocking if it's that easy. In Australia it would be impossible...you have to provide a long list of documents, including birth certificate.

It's troubling if the US is handing out passports to criminals who engage in identity fraud ( but at the same time make the rest of us jump though hoops and cartwheel backwards when we want to visit).

If he is then there is cause for concern. If there is no substantiation than is could be a mischievous, vicious little Thai tart out to make trouble perhaps because he rejected her advances, possibly to improve her grades. Just saying.

Agree with the first part of your post. Seems an awful lot of detail for an embassy  to handover about one of their citizens to a Thai national. 

One would think that if the FB post is true, that 1) the US Embassy would have encouraged the sister to file a report with the RTP first then report back to them so they could follow up from their side (as they have no jurisdiction to investigate in Thailand, only support and coordinate with Thai authorities), 2) after receiving said police report I would expect the US Embassy to say thank you, we will investigate and follow up and keep you posted without divulging anything, 3) why would the US Embassy admit/confirm this guy was a fugitive of the law, with a fake passport and divulge his criminal record to a foreign national? AFAIK, crim checks are requested by the person in question (usually for employment purposes) or duly authorized government authorities. 4) How would the US Embassy know the "overstay" status of this guy? Surely, that is for Thai Immigration to confirm or deny. 

I am not going to speculate about anything in this case, but my point is that surely the journalist that broke this "exclusive" TV story could have checked some facts before publication. I.e. contact the sister who posted the alert in FB. Contact the US Embassy to enquire if there was an inquiry into this guy. Fact-checking. It is (or was) the hallmark of quality journalism. Most orgs employ people for the specific task of checking facts to confirm what the journalist has come across. As another poster pointed out, until there is confirmation from a credible source that has checked the facts, this story is full of holes. Just a cut and paste job from social media. 

That being said, hope the lady is found safe and the bad guy apprehended. From the links posted he is dangerous.

Her sister Jamjit said on Facebook on the "Teaching Jobs in Thailand" page that the family had contacted the US embassy and understood that Hall was using a fake passport and besides was on overstay.
So to see the facebook page you need to open facebook.Type - "Teaching Jobs in Thailand"Join group.Seconds later you will be accepted as a member.

The deeper you research this missing woman the more painful it gets. She has a facebook page and it says she is seperated and on her FB page is a picture of her with her two children. So then you think, I wonder how those kids are feeling tonight?

I think the story says that they contacted the US embassy and they understand that he is on a fake passport and on overstay, they didn't say the embassy told them that, maybe more likely somebody that knows him told them that, perhaps at the bar where they met or something, how, I doubt the embassy would know he had a fake passport and on overstay anyway.

Yes! It is surprising to me to how he was able to get a USA Passport using somebody else's ID.

 

In Canada you need 3 pieces of ID in which 2 of them are along the lines of a Birth Certificate, and Driver License. Which I suppose anyone could steal them from somebody else.

 

But the most difficult part is the Passport Application itself. You need 2 people who have known you for a few years in the past 5 years, and also some high ranking trusted official, like a Judge, Priest, Lawyer, Accountant, and so on, to sign for you.

 

Having said that and under special circumstances, you can also bypass this procedure. Had you lived in Thailand for the past 10 years, and moved back to your home country, and needed to apply for a Passport, there is no way you could know somebody their these past 5 years, or an official. So you can still get your passport if your swear and oath. I know as I had to do that once. Applying for Overseas with your last Passport and you then don't need an official.

 

But then if you stole somebodies passport, when you look a lot alike and around the same age, and his ID, how would they know in Thailand unless that person was here before and got finger printed?

 

But none the less I am still very surprised that a guy out on a Bail Bond for rape, can so easily get a passport using somebody else's ID, and flee the country. A Guy with his Criminal Record and as I understood it was already on a Bail Bond for another charge when he was arrested for Rape.

 

Maybe Finger Printing before he gets a Passport is better than afterwards?
