Generals meet in Pattani to discuss security, development

The committee on mobilising solutions to the southern unrest has held a meeting in Pattani province to follow up on development policies for the region.

 

The meeting was attended by Deputy Prime Minister and Defence Minister General Prawit Wongsuwan, Deputy Defence Minister General Udomdej Sitabutr, Deputy Education Minister General Surachet Chaiwong, commander of the Royal Thai Army Generak Chalermchai Sitthisart, commissionergeneral of the Royal Thai Police Pol General Chakthip Chaijinda, and local security officials and administrators.

 

The meeting was held at the Internal Security Division 4 Headquarters at Maha Chakri Sirindhorn Camp to follow up on the progress of policies to address southern unrest and develop the economic potential of the region. 

 

The meeting reported the results of intelligence gathering, the installation of CCTV cameras, crisisprevention measures, and the junta’s strategy known as the “Triangle Model Prototype City Programme for Stability, Sustainability, and Prosperity”.

A project aimed at elevating three districts in the southern border provinces into model cities to bring changes in the southern economic structure. The 13-member "Forward Cabinet" began gathering input for the project in November 2016 from heads of State agencies and "private sector representatives."

The Forward Cabinet was approved by Prayut's Cabinet in October 2016 and is led by Deputy Defence Minister General Udomdej Sitabutr.

 

This project follows other failed military strategies such as the Thung Yang Daeng model, the Pracharat Ruam Jai projects, the Safe Zone project, the Village Protection Force (Or Ror Bor) and Kam Pong Tak Wa campaign designed to address Muslim separatist "unrest" in the South. All the programs view the Muslim insurgency as "unrest" as if the insurgency was an internal civil matter. The insurgents view their armed resistance as a nationalist issue - to seek Muslim autonomy from the Buddhist led Kingdom of Thailand rule. The military has rejected such recognition as part of any peace talks and so the SSP is likely to accomplish the same result as its predecessors - failure to quell insurgent "unrest."
