It's tribal mindedness folks.  Ever been to a Thai funeral? Folks appear from outta the woodwork for some kind of recognition.  It is a way Thai society upholds collective identity and communal cohesion.  Also reminds members of the governing structure and their individual placements within the framework, including those members who walk on the dark side.  The latter show up, sit at their own tables, are paid ever-so-polite court, show-off bling, GFs, big cars and special hats, and everyone is reminded of the governing structures on both sides of the law. Thai police have their own ritual. "Let it be". . . like J. Lennon said.

Which brings up the perennial question - how long should be a string of warrants before they are enforced by BIB?

Yes.  The problems of having no money!  We can all think of one statutory limitation that reputedly expires in September.  Lets not worry about where he is.  Just bang it on up to Interpol in Paris (oh and London)!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!  They will sort it out for the RTP.

the perp in the picture is wearing a weapon

The armoured plates should weigh him down nicely when he's dumped in the canal where he belongs.
